            All the Regional Joint Director of School Education and the District Educational Officers are informed that in the reference 1st read and instructions have been issued for promotions and absorptions in all aided schools and filling up of teaching posts in petitioner managements / schools of W.PNo. 95.3/2005 and batch in a transparent manner. They are expected to complete the process of promotions / absorptions and filling up of posts as per schedule without giving any scope for malpractices and mismanagement.

             The Director RMSA, Additional Director ( MDM ) and the Joint Director (service) were appointed as State level observers for overseeing the whole exercise in three regions and they are expected to ensure that the process of promotion/absorption/selection process is transparent and as per rules in vogue. Smt. Parvathi, Director of Public Libraries is hereby appointed as State Level Observer for the Kadapa region in place of the Director RMSA as the D'RMSA is on leave.

            But, various complaints have been received stating that the field officers and the Correspondents of aided schools failed to adhere to the guidelines / rules issued by the undersigned and Government in awarding promotions and filling up of posts. Several incidences of financial malpractices, at field level, in awarding promotions and filling up of posts in aided schools came to the notice of the undersigned. In addition to that, several news articles have also been published in daily newspapers highlighting the malpractices taking place at various levels in several districts.

         While emphasizing that some of the deficiencies when viewed singular would not constitute illegitimate performance, the cumulative effect demonstrates inability or unwillingness of the field officers to confirm to the desired level of transparency in promotions, absorptions and filling up of posts in aided schools. Thus, it is necessary to initiate corrective action plan to cause them to understand that not only their deficiencies are unacceptable, but also such illegitimate conduct can no longer be tolerated.

       Therefore, all the three State Level Observers viz: 1. Smt. Parvathi Director, Public Libraries, 2. Sri. V.S. Bhargava, Additional Director (MDM) and 3. Sri Ravindhranath Reddy, Joint Director (service) are requested to inspect the officers of the Regional Joint Directors of School Education Kadapa, Guntur and kakinada in addition to the officer of the DEOs, concerned, verify the records relating to the process of promotions / absorptions / filling up of posts in aided schools and submit detailed report on the entire process along with specific remarks / observations by 10.10.2017 without fail.
