SUB: National Means - Cum -Merit Scholarship November, 2017 - Conduct of examination - Certain information and guidelines Communicated - Reg.

                     It is hereby informed you that it is decided to conduct the written examination for the students studying VIII Class during the academic year 2017 - 18, under the National Means - Cum - Merit Scholarship scheme sponsored by the Ministry of Human Resource Development, New Delhi. This examination will be conducted on 05.11.2017 from 10.00AM to 1.00PM in all revenue divisions in the state along with the National Talent Search Examination on the same day and same timings.

                  The Government of India is very particular about the NMMS scheme and instructing this office to see that every meritorious candidate who is studying VIII class should appear for NMMS examination through concerned eligible schools and see that the scholarships allotted to Andhra Pradesh state should be fully utilized by the eligible economically backward meritorious candidates. Moreover see that even one scholarship should not be lapsed.

                The DEOs are also requested to take necessary steps in increase the enrollment of candidates for this examination as it helps the candidates to increase their competitive spirit in their further studies.

               Under this scheme, selection of the candidates for award of scholarships will be made through conduct of written examination for those who have passed class VII for the academic session 2016-17 and promoted to class VIII for the academic session 2017-18. The main objectives of this examination are:

i)To award meritorious students who are studying in High Schools under Government / Zilla Parishad /  Muncipal / Private Aided Managements whose parental annual income is below Rs. 1,50,000/-

ii) To arrest dropouts at Class VIII and to encourage those students to continue their studies till class XII.

iii) To encourage the meritorious students those who are economically backward.


      Further it is inform you to identify the schools which are having VII Class during the year 2016-17 and upgraded to VIII class and IX class during the year 2017-18 and to inform the Head of the Institutions about the scheme.

a) Scholarship: Scholarships will be awarded on the basis of performance in examination. The scholarship starts from Class IX and would continue till Class XII @ Rs. 6000/- per annum.


b) Reservation: State reservation norms will be implemented for award of scholarships in each district.


c) Eligibility: candidates who

  i) scored at least 55% of marks in class VII examination and has been promoted to Class VIII for the academic session 2016-17. In respect of SC/ST candidate they should has secured at least 50% or equivalent grade i.e., B+ grade for all categories.

ii) are studying in Government / Zilla Parishad / Muncipal / Private aided High Schools only are eligible to appear for the examination.

iii) whose parental annual income is below Rs. 1,50,000/- from all sources is eligible to appear for the examination (an Income certificate from Mandal Revenue Officer has to be submitted as proof in original). In case of the parents are Govt. Employee, a latest Salary Certificate from his employer should be submitted in original.

d) Examination:  It comprises two parts, namely (i) Mental Ability Test (MAT) and (ii) Scholastic Aptitude Test (SAT) covering social sciences, sciences and mathematics of classes VII & VIII. MAT & SAT will have 90 multiple choice questions each and each question will carry one mark. 30 minutes extra per each session will be provided for Physically disabled candidates.

e) Merit List: Merit List of candidates will be prepared for each District separately. The minimum qualifying marks for each paper will be 40% for General, 35% for BC category and 25% for SC/ST and  Physically disabled to be eligible for award of scholarship and subject to the allocation and availability of district - wise and category-wise quota.

f) Eligibility conditions for continuing of scholarship at Secondary and Higher Secondary Stage:

  • No Scholarship at this stage is payable for studying diploma / certificate level courses / who joined in private junior colleges.
  • For continuing the scholarship in class X and XII the awardee should get clear promotion from class IX to X and from XI to XII in the first attempt with 55% marks (Relaxable by 5% for SC/ST)
  • The awardee must obtain a minimum of 60% marks in Class X (Relaxable by 5% for SC/ST). 10th Examination is equivalent examination for continuation of the scholarship at Higher Secondary Stage.

g) Examination Fee:

For General & Backward Caste Students:  Rs. 100-00

For Scheduled Caste & Scheduled Tribe & PH students: Rs. 50-00


Examination fee has to be paid through SBI COLLECT ONLY. From November 2016 examination SBI Collect System is introduced for payment of examination fee instead of Demand Drafts. Hence the DEOs of concerned districts should conduct a meeting with all eligible school head master and explain regarding the system in detailed and also give wide publicity about SBI Collect.

In this connection it is hereby informed that to inform about the scheme to all the Heads of Government/Zilla Parishad / Municipal/ Private Aided High Schools under your jurisdiction by issuing notificatin / circulars and also conduct a meeting with Deputy Educational Officers and Mandal Educational Officers to spread the NMMS scheme to gross root level. Also see that this item in published inall local reputed daily News Papers and Electronic Media and direct the Heads of the Institutions through Dy. EOs or SMS/Print Media regarding this examination.

h) The Printed Nominal Rolls duly signed by the Head master / Principal of the school should be submitted to the District Educational Officer concerned.

WHILE RECEIVING THE NOMINAL ROLLS FROM THE HEADMASTERS, THE FOLLOWING CERTAIN POINTS HAVE TO BE OBSERVED.

Constitute receiving counters for each Revenue Divisions in the DEOs Officer to receive printed Nominal Rolls and other required Documents.

i) Receiving staff should ensure whether the candidate studying VIII Class during the current academic year in Zilla Parishad/Government / Municipal High Schools / Aided High Schools only.

ii)Receiving staff should ensure whether the candidate has secured eligible marks or equivalent grade i.e., B+ grade for all categories as prescribed for the test with reference to the Marks memo of VII class issued by the Head Master of Govt. / ZP/Mpl/Aided Schools enclosed.

iii) Receiving staff should ensure whether the Latest attested income certificate is enclosed as per norms applicable. Obtain original Income Certificate from the MRO in respect of the parents working in a Private sector & latest Salary Certificate from the Employer if the parent is working in Government Department.

iv) Verify whether the examination fee is paid through SBI Collect or not? Verify the names of the candidates submitted in the consolidated challan by the HM with the printed Nominal Roll submitted by the HM are one and the same.

v) Ensure whether the Attested copy of caste certificate issued by the MRO is enclosed to the Nominal Rolls.

vi) Ensure whether the Head master has submitted set of Nominal Rolls with a certificate stating that all the particulars submitted by them are verfied and found correct along with consolidated challan and required documents are as detailed below.


a)Set of Prinited Nominal Rolls should consist
original VII class Marks sheet,
Attested copies of Caste certificate if
applicable and Income Certificate.
It should be kept with the District
Educational Officers only to conduct
the exams and for future verification
if any.
b)Challans / Challan receipts submitted by
the concerned HMs should be tagged with
Nominal Rolls and maintained in an order.
It should be sent to the
O/o DGE, AP, HYD
immediately.

vii) During the course of the receipt of the Nominal Rolls the receiving clerks should verify the Challans/Challan receipts and candidate particulars with the link given by this office especially the Date of Birth, Community, Physical Handicapped status, Income group and eligible marks printed in Nominal Rolls with reference to the certificates submitted by the Headmaster / candidate.

Material to be submitted by the District Educational Officers in the O/o The Director of Government Examinatin, A.P, HYDERABAD on     09.2017.

Challans / Challan receipts submitted by the concerned HMs should be tagged with Nominal rolls and submit to this office.

MATERIAL TO BE RETAINED AT THE DEO OFFICE FOR CONDUCT OF EXAMINAITN:

i) Set of Printed Nominal Rolls along with the following original documents to conduct of Examination in November, 2017.
ii) Attested copy of Caste Certificate.
iii) Original Income Certificate. (Verify and return the originla) Keep attested copy.
iv) Attested copy of VII Class Memo of Marks.
v) Attested copy of PH Candidate Certificate. ( Verify Original Certificate)
