G.O.Ms.No. 46 FITMENT 43% RECOMMENDATIONS

AP PRC 2015 G.O 46, Dated 30th April 2015, AP PRC 43% Fitment G.O. 46. Govt of Andhra Pradesh finally released the Revised Pay Scales 2015 G.O. These rules may be called Andhra Pradesh Revised Scales of Pay Rules, 2015. The G.O 46 is the main PRC 2015 G.O for Andhra Pradesh State. As per the AP PRC 2015. The Revised Pay Scales, 2015 shall be deemed to have come into force on and from 01.07.2013.
The Pay Revision Commission submitted its reports to the AP Government on May29, 2014 and recommended among others, fixation of pay in the Revised Scales with the following key characterstics.

➤ Merge the Dearness Allowance (DA) existing on July 01, 2013, i.e., 63.344% sanctioned in the Government order second read above.

➤retain 32 grades which are segments of the revised Master Scale, and 
➤fitment benefit of 29% of the basic pay for fixing pay in the Revised Scales of Pay.


1. The Revised Pay Scales, 2015 shall be deemed to have come into force on and from 01.07.2013. The monetary benefit shall be allowed form 02.06.2014.
2. The salary in the Revised Pay Scale, 2015 will be in cash from the April, 2015, payable in April, 2015.
3. As regards the arrears of salary in the Revised Pay Scales, 2015 from 02.06.2014 to 28.02.2015, orders will be issued separately.
4. Interim Relief paid from 01.01.2014 to 01.06.2014 shall not be recovered Interim Relief paid for the period beyond 02.06.2014 shall be adjusted from the monetary benefit payable on account of implementation of Revised Pay Scales.

AP GOVT AGREEMENT AND GRANT

➤The Government after due consideration of the submission of the Chairman and other office bearers of the joint Action Committee of Employees, Teachers, and Pensioners of Andhra Pradesh Secretariat Employees Co-Ordination Committee and a view to promote the welfare of the employees and to reinforce their commitment to development of the new State of Andhra Pradesh has agreed for a grant of

➤A fitment of 43% of the Basic pay would be given for fixing the pay in the Revised Scales of Pay 2015, as against 29% recommended by the Tenth Pay Revision Commission. The Dearness Allowance of 63.344% as on 01.07.2013 would be merged in the pay as recommended by the Pay Revision Commission:
The Revised Scales of Pay will be implemented notionally from 01.07.2013 with monetary benefit from 02.06.2014;
The benefit of the Revised Scales of Pay, 2015 would be paid in cash starting from the salary for the month of April, 2015.

TO WHOM GO 46 APPLICABLE

  • all employees of the State Government.
  • the employees of the Local Bodies and Aided Institutions including Aided Polytechnics, who are in receipt of pay in a regular pay scale in the Revised Pay Scales of 2010 and
  • the Work-charged Establishment in receipt of pay in a regular pay scales in the Revised Pay Scales of 2010.

PRINCIPLES FOR EXERCISING OPTION


Subject to other provision of this rule, a Government employee holding a post under the Government on 1st July, 2013, the scale of which is revised may opt
  • to remain in the existing scale of  pay or
  • to draw pay in the Revised Pay Scales, 2015 either from 1st July, 2013 or from the date on which he earns his next increment in the existing scale of pay, but not beyond 30.06.2014.
  • Employees whose date of increment in the existing scale happens to be 01.07.2013 shall be allowed option to get their pay fixed in the Revised Pay Scales, 2015.
